20 V.I.C. § 331

(a) Except as provided in this chapter, no motor vehicle, bicycle, or trailer shall be operated upon the public highways of the Virgin Islands unless—(1) it has been registered by the Director of Motor Vehicles;(2) a registration license has been issued therefor; and(3) it is equipped with license plates as required by this chapter.

(b) The Bureau of Motor Vehicles shall charge an annual Vehicle Disposal Fee of not less than $7 for all motor vehicles, automobiles for hire, trailers, commercial trailers, motorcycles, ATVs, and any other vehicle that requires title and registration to be operated on the public roadway. The Bureau of Motor Vehicles shall deposit 80% of the monies collected for the Vehicle Disposal Fee to the General Fund of the Treasury of the Government of the Virgin Islands and 20% to the Personalized License Plate Fund, codified at title 33 Virgin Islands Code, subtitle 3, chapter 111, section 3065.
