The Commissioner of the Virgin Islands Police Department shall establish regulations as may be necessary to effectuate the intent of this chapter. The Bureau of Motor Vehicles shall establish fees and regulations specifically for classic, vintage, and antique cars that are not intended to be operated on public roads.
