Notwithstanding any provision to the contrary, any existing and licensed captive insurer and Captive Insurer Support Business on the effective date of this section shall not be subject to any amended provisions enacted herewith that may adversely affect, impair or limit the benefits provided prior to the amendments enacted herewith.
