22 V.I.C. § 161

The appeal shall be taken by filing with the Clerk of any court of appropriate jurisdiction a petition for a review of the Commissioner's order, containing a copy of the order and a statement of the particulars in which it is claimed that the order is in error and a statement of the relief prayed for, and by serving upon the Commissioner a copy of the petition, certified by the clerk of the court to be a true copy.
