(1) The Police Commissioner shall by regulations approved by the Governor provide for the organization of the Police Auxiliary including—(1) numerical membership;(2) number and rank of officers;(3) physical and moral qualifications for enlistment; and(4) such other matters as may be required for the proper functioning of the Police Auxiliary.
