When a fire is in progress the Commissioner of Public Works and the Police Commissioner jointly shall have the power to order any building or buildings that are in close proximity to such fire torn down, blown up, or otherwise demolished, for the sole purpose of checking the conflagration. This authority shall not be exercised unnecessarily or recklessly.
