(a) The Director of the Virgin Islands Fire Service shall issue, with the approval of the Governor, rules and regulations to govern the operation of the Junior Firefighter Corps, including:(a) numerical membership;(b) number and rank of officers;(c) physical and moral qualifications;(d) such other matters as may be required for the proper functioning of the Junior Firefighter Corps.
