(a) The Board may establish regulations for issuance of an “Institutional Medical License”. Such a license will:(1) be granted to an eligible Government physician in the employ of, under contract with the Government or public hospitals or any Federally Qualified Community Health Center (FQHC). If the applicant has an unrestricted license in any United States jurisdiction, no Special Purpose Examination of the Federation of State Medical Boards of the United States (SPEX) or other examination is required.(2) authorize a physician to practice only in a Government hospital, other Government health facility or any Federally Qualified Health Center (FQHC) under the direct supervision of the Medical Director of such hospital or facility or his designee who shall be a permanently licensed physician; and(3) not authorize a physician to provide for private patient care for a fee.

(b) The Board shall require all permanent and institutional licensees to demonstrate periodically their professional competency by completing at least 25 hours of continuing medical education each year. However, the Board may maintain continuing medical education requirements in such number of hours as may be set by the Board, but under no circumstances less than 50 hours of continuing medical education over a two-year period. The Board shall approve criteria for and content of continuing medical education courses which shall consider equivalent national, state, and territorial educational courses, including those offered by a medical society or a specialty organization, to fulfill the requirements of this section.
