Notwithstanding any provision to the contrary in this subchapter, the minimum salary of full-time employees of the Government of the Virgin Islands, semi-autonomous agencies, and independent instrumentalities of the Government of the Virgin Islands is $35,000 per annum. No full-time employee of the Government of the Virgin Islands, semi-autonomous agency, or independent instrumentality of the Government of the Virgin Islands may be paid less than $35,000 per annum.
