Whoever directly or indirectly pays, gives, renders, offers, accepts or solicits any money, service, or other valuable consideration for or on account of any appointment, proposed appointment, promotion or proposed promotion to, or advantage in, a position in the classified service, shall be fined not more than $100 or imprisoned not more than six months, or both.
