Nothing in this chapter shall be construed as exempting the Virgin Islands Water and Power Authority from any law made specifically applicable thereto or generally applicable to public utilities, or independent instrumentalities of the Government of the Virgin Islands, whether such law was enacted before, on, or after February 14, 1980.
