The Commissioner of Property and Procurement, in accordance with law, shall provide for an economic and efficient system for the procurement and supply of all property and non-personal services, and all related functions, such as controlling, inspection, storage, issue, specifications, property identification and classification, transportation, repairing and converting, inventorying of property and establishing forms and procedures therefor.
