(1) A racetrack operator who has a valid Franchise Agreement shall:(1) enforce applicable statutory requirements, including but not limited to this chapter and any regulations promulgated by the St. Croix Horse Racing Commission or the St. Thomas-St. John Horse Racing Commission, as appropriate, pursuant to its authority under this chapter; and(2) in addition to other conditions contained in a franchise agreement, or prescribed by law or required by the St. Croix Horse Racing Commission or the St. Thomas-St. John Horse Racing Commission, as appropriate, develop a plan to include the hosting of at least one non-thoroughbred race per race day.
