(a) Consistent with this chapter and in accordance with the provisions of section 421(a), (b), (c) and (d), of this title, the Commission shall promulgate such rules and regulations as may be necessary to effectuate the purposes of this Article. Internet Gaming shall not commence until the Commission has adopted rules and regulations under this Article and has determined that:(a) Internet gaming can be operated in compliance with all applicable laws;(b) Internet gaming systems are secure and reliable, and provide reasonable assurance that players will be of lawful age and communicating only for jurisdictions where it is lawful to make such communications;(c) Adoption of such regulations is consistent with the public policy of the Virgin Islands to foster the stability and success of Internet gaming; and
(a) Internet gaming can be operated in compliance with all applicable laws;
(b) Internet gaming systems are secure and reliable, and provide reasonable assurance that players will be of lawful age and communicating only for jurisdictions where it is lawful to make such communications;
(c) Adoption of such regulations is consistent with the public policy of the Virgin Islands to foster the stability and success of Internet gaming; and
