(a) The Commissioner of Agriculture shall administer the provisions of sections 51–54 of this title, and for such purposes is authorized—(a) to cooperate with any other governmental department or agency; and(b) to issue all such rules and regulations necessary to effectuate the purposes and provisions of the said sections.
