Amber Wave was commissioned in 2022 as a $250M greenfield wheat protein facility — specifically designed as the largest single VWG plant in North America. The investment reflected a post-COVID food supply chain resilience logic: North America imports a substantial fraction of its vital wheat gluten from European producers (Tereos, Roquette, Cargill EU, Archer Daniels Midland EU) and Australian producers, creating import dependency for an ingredient used in a critical domestic food system input (bread). Amber Wave's Kansas/Midwest location provides direct access to hard red winter wheat — the high-protein wheat that yields the highest gluten content — at the lowest possible input cost. The 2022 commissioning also captured the plant-based food market surge of 2019-2022 that drove elevated VWG demand for meat analog manufacturing.
