Baosteel was founded in 1978 in Shanghai -- the first steel project approved in China under Deng Xiaoping's modernization program. Japan's Nippon Steel and NKK provided technical assistance to build the Baoshan Steel complex on reclaimed mudflat north of Shanghai, using the latest Japanese cold-rolling and continuous casting technology of the late 1970s. The Baoshan complex became China's benchmark for modern steel quality and was designated as China's primary supplier of automotive-grade flat steel -- a supplier for China's nascent auto industry under Volkswagen and other joint venture OEMs. Baosteel merged with Wuhan Iron and Steel (WISCO) in 2016 to form China Baowu Group -- the world's largest steel company by tonnage, displacing ArcelorMittal. China Baowu now produces approximately 130 million tonnes of steel annually -- more than the entire EU. A 1978 Deng Xiaoping modernization project, built with Japanese technical assistance, is now the largest steel company in the world.
