Bio-Ex operated in a niche market for 20+ years before PFAS litigation against 3M ($10.3B settlement), DoD mandates, and EU PFAS regulations made F3 into a mainstream product. The company that invented the solution to the PFAS-in-firefighting-foam problem in 2002 is now one of only four companies on the US DoD Qualified Products List in 2024-2025. It took the world 22 years to catch up to a French company in a Lyon suburb.

Bio-Ex S.A.S. was founded in 1998 in Sainte-Consorce, a small town in the Ain department near Lyon, France -- the Rhone-Alpes industrial corridor that also hosts major chemical companies including Arkema and specialty materials suppliers to the automotive and aerospace industries. The founders launched the world's first commercially available fluorine-free firefighting foam in 2002, predating all regulatory pressure to eliminate PFAS from firefighting foam by nearly two decades. In 2002, AFFF with PFAS was industry standard, 3M had just voluntarily phased out Scotchgard under EPA pressure, and the PFAS-in-groundwater litigation that would eventually force the industry to change had not yet begun. Bio-Ex operated as a niche environmental product company through 2016 when PFAS regulatory pressure began escalating globally. The company joined LEADER Group -- a French fire safety industrial group -- and built manufacturing presence in China (Shanghai), Germany (Kleinblittersdorf), and US distribution (Fresno, California via TEMPEST/BIOEX US). When DoD listed ECOPOL A3+ on QPL-32725 in February 2024, a company from a Lyon suburb that invented F3 foam in 2002 became a qualified supplier to the US military.
