The same company that controls more limestone quarry rights than any other entity on earth also controls the production of the fiberglass reinforcement used in wind turbine blades and the drywall used in commercial buildings. China National Building Material Group (CNBM) was established in 1984 and grew through China's centrally-directed SOE consolidation of the building materials sector. The Chinese government's decision in the late 1990s-2000s to consolidate hundreds of provincial building material enterprises under CNBM created the world's largest cement group through administrative merger rather than market competition. The same SASAC (State-owned Assets Supervision and Administration Commission) industrial policy that created CNBM from fragmented provincial cement and glass producers also directed CNBM's expansion into new energy materials (glass fiber for wind turbines, solar materials) as China pursued its renewable energy industrialization strategy in the 2010s. CNBM's wind turbine blade and glass fiber business grew from its existing glass manufacturing expertise — building materials glass capability was repurposed for energy transition materials.
