CSN is simultaneously: (1) Brazil's only tinplate producer — with ~98% of Brazilian tinplate market share, making it the sole domestic supplier of the metal that packages Brazil's canned food, aerosols, and bottle caps; and (2) one of Brazil's major iron ore exporters — CSN Mineração exports iron ore pellets from its Casa de Pedra mine (one of the world's highest-grade iron ore deposits) to Asian and European steelmakers. The same Brazilian company that is a domestic food packaging supply chain chokepoint (tinplate for food cans) is also a significant participant in the global iron ore seaborne trade that supplies competing steelmakers worldwide. CSN (Companhia Siderúrgica Nacional) was established in 1941 at Volta Redonda, Rio de Janeiro state, as Brazil's first integrated steel mill — a project of Getúlio Vargas's Estado Novo government as part of Brazil's nationalist industrialization program. The Volta Redonda steelworks was financed by the US Export-Import Bank ($45M in 1940) and built with US technical assistance under a geopolitical bargain: Brazil provided strategic raw materials access (manganese, bauxite) and cooperated with US hemispheric defense in exchange for US industrial investment. The steel mill was conceived as a symbol of Brazilian industrial modernity — Vargas visited the Volta Redonda site multiple times and the plant was named Presidente Vargas Steelworks. CSN was privatized in 1993 (in Brazil's state enterprise privatization wave) and passed to the Steinbruch family. It remains the only Brazilian producer of electrolytic tinplate — Brazil's food canning industry depends on a single private family company that traces to a WWII-era geopolitical infrastructure investment.
