This connects China's largest irrigation company directly to China's national weather modification program, the world's largest such effort, operated by the Ministry of Water Resources and PLA Weather Modification Center using aircraft, rocket artillery, and ground-based systems across 5 million square kilometers annually. Dayu Water Group was founded in 1999 in Zhangye, Gansu Province — a water-scarce region of northwest China heavily dependent on Heihe River irrigation. The founder (Haoyu Wang's father) built the company into China's largest irrigation equipment manufacturer before his sudden death. Haoyu Wang inherited control as a young entrepreneur, obtained a Johns Hopkins graduate degree, established an Israeli R&D office in 2019, and has spent the last seven years building toward a global irrigation acquisition strategy that culminated in the 2026 bid for Netafim. The company is listed on the Shenzhen Stock Exchange (300021) as a private enterprise, but through its $5.7 billion in provincial infrastructure funds managed for Yunnan and Gansu governments and cooperation agreements with 20 provincial governments, operates as a de facto arm of Chinese agricultural infrastructure policy.
