Michigan's governor has ordered its shutdown for environmental risk; Enbridge and the Canadian government invoked the 1977 Pipeline Treaty forcing federal arbitration. Line 5 supplies crude to refineries in Ohio, Pennsylvania, and Ontario; its shutdown would curtail crude supply to the region with no readily available alternative pipeline. A Great Lakes pipeline that operates under international treaty law is the chokepoint for a significant fraction of US Midwest refinery crude supply.

Enbridge was founded in 1949 as Interprovincial Pipe Line Company, established to transport newly discovered Alberta oil to Ontario. The original mission was Canadian energy security: ensuring Alberta crude could reach Ontario refineries rather than forcing Canada to import expensive US or foreign crude. The Enbridge Mainline was built as national infrastructure with Canadian government backing. For 75 years, Enbridge grew its pipeline network through acquisitions: Alliance Pipeline (natural gas), Lakehead Pipeline (US side of the Mainline), Dominion Energy Midstream (US gas pipelines), and Spectra Energy (Texas Eastern, Algonquin Gas). By 2023, Enbridge was the largest natural gas utility in North America (by distribution customer count) and operated the world's longest crude pipeline network -- a company that started as a single Canadian oil pipe and now carries approximately 20% of North America's natural gas demand through acquired US networks, while still providing ~65% of Canadian crude exports to the US Midwest through its original 1949 Mainline mission.
