Green Plains' ethanol fermentation facilities produce the same ethanol molecule (C₂H₅OH) regardless of the declared end use. In March 2020, when the COVID-19 pandemic created a global hand sanitizer shortage and hospitals were unable to obtain 70%+ isopropyl alcohol, Green Plains pivoted several of its Nebraska and Iowa facilities to produce industrial-grade ethanol for hand sanitizer manufacturers — the same fermentation infrastructure that fills E10 gasoline blendstock tanks also became, within 10 days, a critical component of the US PPE supply chain. The corn field → fermentation tank → ethanol pipeline pathway is one of the few existing industrial systems capable of rapidly scaling production of an antiseptic compound. The gasoline supply chain and the hand sanitizer/disinfectant supply chain share identical production infrastructure — which means every E15 blending mandate reduces the flexible surge capacity available for public health emergency response.

Green Plains Inc. was founded in 2004 in Shenandoah, Iowa by Wayne Hoovestol and Todd Becker as a corn ethanol startup at the peak of the US ethanol boom — when the Energy Policy Act of 2005 and subsequent Renewable Fuel Standard mandates created guaranteed demand for corn-based fuel ethanol. Green Plains went public in 2009 and grew through acquisition of Midwest corn belt ethanol plants. In 2019, they hired Todd Becker as CEO and announced a strategic pivot away from pure commodity ethanol toward "transforming the plant from a commodity ethanol plant into a high-value protein + low-carbon energy platform," investing in Fluid Quip Technologies' MSC process to produce ultra-high protein corn distillers protein as an aquaculture and pet food ingredient — an attempt to escape the commodity ethanol margin treadmill by making the same corn fermentation facility also produce premium animal nutrition ingredients.
