But these same tablets are a WHO-approved emergency drinking water disinfectant — sold as "Aquatabs" and equivalent products by humanitarian organizations for disaster response and waterborne disease prevention in developing countries. China's near-monopoly on TCCA production (Juancheng County alone ~85% of global supply) means that the global pool chemical supply chain and the global humanitarian water treatment supply chain converge at the same Shandong chemical parks. US and European antidumping duties on Chinese TCCA create a policy conflict: protecting domestic pool chemical manufacturers raises the cost of emergency water treatment supplies for humanitarian programs funded by the same governments imposing the duties.
