    Salt Sourcing & Brine Preparation

    High-purity NaCl dissolved into saturated brine. Gulf Coast operations draw from underground salt dome caverns via pipeline (Texas Brine Company alone supplies >33% of US chlorine-industry salt). Brine is purified to remove Ca²⁺, Mg²⁺, and Fe³⁺ that would damage electrolysis membranes.

    Chlor-Alkali Electrolysis

    Direct current electricity splits brine. Anode: Cl⁻ → Cl₂ gas. Cathode: H₂O → H₂ + OH⁻ + Na⁺ → NaOH caustic soda. Chlorine:caustic ratio fixed at ~1:1.1 by weight — cannot produce more of one without producing the other. Process consumes 2,500–3,500 kWh per metric ton of chlorine; global industry uses >150 TWh/yr (~10% of global industrial electricity).

    Chlorine Liquefaction & Storage

    Raw chlorine gas cooled until it liquefies (-34°C / -29°F); oxygen impurities remain gaseous and are separated. Liquid chlorine stored in pressurized DOT-105 vessels: 150-lb cylinders, 1-ton containers, or 17-ton railcars. Chlorine gas is 2.45× heavier than air — does not disperse upward, forms a dense ground-hugging plume if released.

    Downstream Conversion to End-Use Forms

    Liquid chlorine gas → Path A: Shipped as compressed liquid to industrial users and water utilities via rail (17-ton DOT-105 tank cars). Path B: Reacted with NaOH to produce sodium hypochlorite bleach (12–15% available Cl₂; shelf life 3–6 months; trucked ≤300 miles). Path C: Reacted with Ca(OH)₂ to produce calcium hypochlorite (65–73% available Cl₂; stable solid, 3–5 year shelf life). Path D: Reacted with cyanuric acid to produce trichlor/dichlor pool tablets (90% available Cl₂).

    Distribution to Water Utilities

    Chlorine gas: rail tank cars from 16 US production sites; 37 utilities still receive by rail (down from more pre-9/11). Sodium hypochlorite: tanker truck within 250–300 miles of production/blending. On-site generation (~12% of utilities): salt electrolyzed on-site to produce 0.8% NaOCl as needed, eliminating supply chain dependence entirely.

    Dosing & Disinfection

    Operators dose chlorine to achieve target CT (concentration × time) values for pathogen kill per EPA Surface Water Treatment Rule. Chlorine gas injected via vacuum-operated chlorinators; sodium hypochlorite metered via chemical feed pumps. ~5–6% of total US chlorine production goes to drinking water and wastewater treatment; the vast majority goes to PVC, pulp/paper, and other industrial uses.

Primary Texas Brine brine source for OxyChem Ingleside and Formosa Point Comfort; served via United Brine Pipeline Corporation (TBC subsidiary) with two dedicated lines. Expanded specifically in 1989 to serve Formosa Plastics. If this dome were disrupted (weather, cavern instability, regulatory), OxyChem Ingleside and Formosa Point Comfort — combined ~10% of US chlor-alkali capacity — would lose primary brine supply simultaneously.

Westlake Sulphur Mines Salt Dome (CURRENTLY UNSTABLE)

ACTIVE CONCERN (2021-2024+): Westlake discovered pressure problems in its Sulphur Mines Salt Dome caverns (particularly Cavern 7) in 2021, causing oil seepage and seismic activity. Louisiana issued an emergency decree; LSU was commissioned to model how long brine/sulfide contamination would take to reach Chicot Aquifer public supply wells. Cavern instability ongoing through at least 2024. Westlake's Lake Charles South chlor-alkali complex is self-supplied from this dome.
