    Hindustan Zinc was established in 1966 as a state-owned enterprise under the Indian government's plan to develop domestic base metal mining. For decades it operated as a public sector unit (PSU) with government employment guarantees and limited efficiency incentives. In 2002, as part of India's Atal Bihari Vajpayee government's disinvestment program, the government sold a 26% stake to Sterlite Industries (Anil Agarwal's Vedanta group) and then another tranche to give Vedanta control. The privatization was highly contested: opposition parties, labor unions, and some shareholders argued the valuation was too low and that a strategic national asset was being handed to a private family at a discount. The government retained a ~29% stake and has continued blocking Vedanta's attempts to delist Hindustan Zinc from Indian exchanges, creating an ongoing governance stand-off between the world's largest integrated zinc producer's private majority owner and India's government minority shareholder.
