HIPRA — a Spanish animal health company founded in 1954 primarily to make vaccines and reproductive hormones for dairy cattle — independently developed and received EMA conditional marketing authorization for a COVID-19 mRNA vaccine (PHH-1V, also called HH-2 booster) in 2022. The same Catalan pharmaceutical campus in Amer, Girona that manufactures gonadorelin (GnRH) for dairy cow reproductive synchronization simultaneously manufactures a human COVID-19 vaccine using the RBD (receptor-binding domain) dimeric protein subunit approach. HIPRA's PHH-1V demonstrated in Phase III trials (HIPRA-HH-2) that it was non-inferior to Moderna mRNA-1273 as a booster dose for COVID-19 — a finding from a company with no prior human vaccine commercial history. HIPRA's ability to enter human COVID vaccine development was directly enabled by its existing GMP-grade pharmaceutical manufacturing infrastructure built for veterinary biological products. Spain's Ministry of Health ordered millions of doses of PHH-1V for the Spanish national COVID-19 booster campaign — making an animal health company temporarily a major supplier of human public health infrastructure.
