L3Harris Technologies — known as the manufacturer of US military tactical radios (AN/PRC-152) and P25 public safety radios — is also the sole manufacturer of the Advanced Baseline Imager (ABI), the primary instrument on NOAA's GOES-East and GOES-West weather satellites. Every weather forecast in the United States, every hurricane track prediction, every severe storm warning, every wildfire smoke map, and every flood extent estimate relies on imagery from L3Harris instruments in geostationary orbit. There is no backup manufacturer, no alternative ABI supplier, and no substitute instrument for GOES-scale geostationary imaging. A failure of an in-orbit ABI would immediately degrade US national weather forecast accuracy for years until a replacement satellite could be designed, built, launched, and checked out.

  • Origin2023

Harris Corporation — the Melbourne, Florida company that became L3Harris — was founded in 1895 as the Harris Automatic Press Company, manufacturing printing presses in Niles, Ohio. Over 125 years, it pivoted from printing presses → radio communications (1920s) → military radio systems (WWII) → satellite ground systems (1970s) → weather satellite instruments (2000s). The company that started building machinery to print newspapers ended up building the satellite sensors that provide the data for weather stories in those same newspapers. L3Harris holds the NSA Type 1 certification to produce COMSEC (communications security) encryption modules used to protect classified US government communications. Their encryption products are embedded in military tactical radios, SATCOM terminals, and classified networks. Type 1 certification requires extensive NSA approval and manufacturing oversight — only a small number of US companies hold it. L3Harris also supplies the core tactical radio waveforms (SINCGARS, SRW, MUOS, ANW2) that define how US Army radio networks operate in the field. A disruption to L3Harris's classified communications and COMSEC production would directly impact US military secure communication capability across all domains.
