L3Harris Technologies
L3Harris Technologies, Inc. (Melbourne FL; NYSE: LHX; ~$21B revenue; formed 2019 merger of L3 Technologies and Harris Corporation) is the primary supplier of tactical radio systems to the U.S. military and allied militaries via its Falcon series tactical radios (AN/PRC-117, AN/PRC-152, AN/PRC-163). L3Harris designs and qualifies proprietary Li-ion battery packs (Harris Battery BB-2590, BA-5590 military standard compliant) for its Falcon radio series — these batteries are subject to ITAR (International Traffic in Arms Regulations) export control. L3Harris battery packs meet MIL-SPEC 810G (extreme temperature, vibration, drop, humidity), MIL-SPEC 461 (electromagnetic emissions), and NSA cryptographic equipment power compatibility requirements. The same battery management system (BMS) technology used in L3Harris tactical military radios is closely related to the BMS in commercial public safety APX radios — dual-use technology with military heritage entering civilian first responder supply chains.

USNew York · manufacturing
L3Harris RF Communications division in Rochester, NY is the primary design and manufacturing center for Harris Falcon tactical radio systems (AN/PRC-117G, AN/PRC-152A, AN/PRC-163). Battery management systems (BMS) for Harris military radio batteries are designed here and subject to ITAR export controls. The Rochester facility qualifies battery packs to MIL-SPEC 810G, MIL-SPEC 461, and NSA cryptographic equipment power specifications. Harris legacy (pre-merger with L3 in 2019) in Rochester spans back to Harris Corporation's RF Division (founded 1895) making it a 130-year-old center of American military radio manufacturing. Did you know2023
L3Harris Technologies' Rochester NY facility produces both the VIDA cloud-native P25 infrastructure platform for US civilian public safety agencies and NSA Type 1 cryptographically-certified tactical radio systems (Falcon III series) for US Special Operations Forces, foreign military sales (FMS), and NATO allies. The same RF engineering teams, the same secure manufacturing clearances, and partially the same supply chains serve both markets. L3Harris is the only company in the world that simultaneously holds a large P25 civilian infrastructure market position and a dominant DoD/NATO tactical radio position — giving it unique leverage as the US military increasingly operates alongside first responders in domestic disaster response (DoD DSCA — Defense Support of Civil Authorities missions). L3Harris's dual-market position also creates a structural national security consideration: the company is too important to both markets to be allowed to exit either.
L3Harris Technologies ↗Origin2023
L3Harris traces two lineages: (1) Harris Corporation, founded in 1895 in Niles, Ohio as the Harris Automatic Press Company — a manufacturer of newspaper printing presses. Harris pivoted into radio and communications equipment through the 20th century, eventually becoming Melbourne, Florida's dominant defense electronics employer and the primary supplier of US military tactical radios; and (2) L3 Technologies, formed in 1997 from the consolidation of electronics businesses spun off from Loral Corporation when Lockheed Martin acquired Loral. The 2019 merger of these two defense electronics companies created L3Harris as the sixth-largest US defense contractor. The newspaper press company and the Loral spinoff are now the backbone of US military communications.
