Mercer International's German pulp mills were built in the former East Germany in the 1990s-2000s as part of the post-reunification economic development program. The Stendal mill (Saxony-Anhalt) and Rosenthal mill (Thuringia) represent significant private foreign investment into the economically depressed former GDR territories — regions where communist-era industrial plants had closed, leaving high unemployment. The German government and EU structural funds provided significant incentives to attract investment; Mercer, a Vancouver-based Canadian company, became one of the largest private investors in East German industrial reconstruction. The Stendal mill opened in 2004 — one of the most modern NBSK pulp mills in the world at the time — in a region that had been an economic backwater since reunification. A Canadian forest products company's investment decisions were shaped by German reunification policy and EU regional development funds. Mercer International's German kraft pulp mills simultaneously produce NBSK pulp (for tissue, printing paper, and pharmaceutical packaging) AND generate bioelectricity from wood waste combustion and black liquor burning — connecting the forest products supply chain to the German electricity grid. Kraft pulp mills inherently generate excess heat and electricity from black liquor (spent pulping chemicals) combustion in recovery boilers; the energy is more than needed for mill operations. Mercer's German mills sell surplus bioelectricity to the local grid under German renewable energy feed-in tariffs (the Erneuerbare-Energien-Gesetz, EEG) — because biomass-derived electricity qualifies as renewable energy under German policy. The same Canadian-owned German mills that supply NBSK pulp for pharmaceutical packaging are also supplying renewable electricity to German utilities, receiving government-guaranteed feed-in rates for carbon-neutral bioelectricity. A forest products company is simultaneously a pharmaceutical packaging supply chain participant AND a regulated renewable energy supplier in Germany's Energiewende (energy transition) framework — from the same wood combustion operations.
