    The Navigator Company is one of Portugal's largest corporations and the owner of Portugal's largest eucalyptus plantation estate — a forestry position that has made the company central to Portugal's most heated environmental policy debate. Eucalyptus (Eucalyptus globulus) plantations cover approximately 850,000 hectares of Portugal (~9.7% of total land area) — the highest eucalyptus density in Europe. Navigator Company is the single largest eucalyptus landowner. Eucalyptus trees are both economically attractive (fast-growing, ideal for BEKP) and ecologically contentious: they consume water aggressively (drying Portuguese soils), their essential oils make them highly flammable, and they don't support Portuguese biodiversity. The 2017 Pedrógão Grande wildfires (64 dead) and 2017 October fires (45 dead) were the deadliest wildfires in Portugal's history; several investigations identified eucalyptus plantation expansion (including by Navigator predecessor PORTUCEL) as a contributing factor to fire behavior and spread. A pulp company's land use decisions have become a matter of national policy and public mortality — the same eucalyptus trees that produce BEKP for tissue paper also contribute to Portugal's wildfire risk.

    Navigator Company is vertically integrated from eucalyptus plantation forestry through to branded consumer office paper — one of the few pulp companies that controls both the fiber supply AND a recognizable consumer brand. Navigator branded A4 office paper (sold in reams at Office Depot, Staples, and European office supply retailers) is one of the most visible European paper brands. The same eucalyptus wood that grows in Portuguese plantations (a controversial land use) becomes Navigator-branded white paper that European businesses use to print contracts, reports, and official documents. Navigator also sells BEKP pulp to tissue manufacturers. The company's business: (1) Forest management — growing and harvesting eucalyptus at scale; (2) Pulp production — converting eucalyptus to BEKP; (3) Paper finishing — converting BEKP to branded Navigator office paper reams; (4) Bioenergy — generating electricity from wood waste. A eucalyptus tree grown in Portugal's Atlantic hills enters the supply chain for both European office paper AND pharmaceutical tissue paper packaging depending on which customer buys the pulp.
