The mercaptan supply chain has an unusual logistics constraint: mercaptan is odorous at extremely low concentrations (parts per billion), acutely toxic at high concentrations, and requires specialized DOT hazmat containers and drivers. This means that a utility cannot simply order mercaptan from Arkema and pick it up in a standard chemical tanker — it requires specialized hazmat transport logistics that companies like NGO provide. The odorant distribution layer between bulk mercaptan producers and gas utilities is a thin but critical infrastructure layer: without it, even if Arkema produces ample TBM, utilities cannot physically receive and inject it into their systems.
