    As of September 2023, Perimeter Solutions' SOLBERG 3% MIL-SPEC Synthetic Fluorine-Free Foam (SFFF) is the ONLY fluorine-free firefighting foam concentrate on the US Department of Defense Qualified Products List under the new MIL-PRF-32725(I1) specification. Federal regulations require DoD-funded airports and military installations to purchase QPL-listed foam. Other foam manufacturers declined to participate in the QPL program.     The US DoD AFFF replacement mandate (2023 National Defense Authorization Act) creates a captive mandatory market for Perimeter Solutions. Every US military air installation that has legacy PFAS-based AFFF must replace it with qualified F3 foam — and as of 2023, the SOLBERG 3% MIL-SPEC product was the only F3 foam on the DoD's Qualified Products List. The number of DoD air installations requiring AFFF transition is in the hundreds; each installation requires tens of thousands of gallons of foam concentrate.
