Puritan Medical Products — the pandemic COVID testing swab maker — is also the primary US supplier of swabs used in sexual assault forensic evidence (SAFE) kits. These buccal and vaginal swabs are used by nurses and doctors to collect DNA evidence from sexual assault victims; they are processed by crime labs to identify perpetrators. Puritan's forensic swabs are in thousands of hospital rape kit evidence collection kits and law enforcement inventory across every US state. The same Maine factory that produced 40+ million COVID nasopharyngeal testing swabs per month during the pandemic is also the factory that produces the DNA collection swabs used in every sexual assault investigation in the United States. The US government awarded Puritan Medical Products a $75.5 million contract in April 2020 under the Defense Production Act to scale production to a minimum of 20 million swabs per month (240M/year) — a 3-5x increase over Puritan's pre-pandemic capacity. Puritan is a family-owned company in Guilford, Maine; it is one of the oldest continually operating medical product manufacturers in the US. The DPA contract funded new production lines and was the first major US government acknowledgment that domestic swab supply was a national security vulnerability.

At the start of the COVID pandemic in March 2020, the US had essentially two choices for NP swab supply: Copan in Lombardy Italy (in the COVID epicenter), and Puritan in Guilford, Maine. There was no third option at scale. US federal authorities awarded Puritan $75M in DoD contracts within weeks of the pandemic declaration and $180M from BARDA shortly after — explicitly to prevent a scenario where the entire US COVID testing supply chain depended on a single Italian factory in a COVID hotspot. The $255M+ total federal investment was the largest pharmaceutical/diagnostic manufacturing subsidy in Maine history. Puritan added roughly 1,000 direct manufacturing jobs in a county with a total population under 20,000. The COVID supply chain crisis directly caused a rural economic development investment that would never have occurred through normal market mechanisms.

Puritan Medical Products was founded around 1919 in Guilford, Maine (population ~1,100) — a small mill town in the Piscataquis County highlands. For a century, it was a regional manufacturer of cotton-tipped wooden applicators and specialty swabs, supplying hospitals, labs, and industrial customers. In the 2000s, Puritan licensed and developed flocked nylon swab technology (parallel to Copan's FLOQSwab) for clinical specimen collection. By 2020, Puritan was essentially the only significant US domestic producer of flocked NP swabs. When COVID required a sudden 10× scale of NP swab supply, federal agencies (DoD, HHS/BARDA) invested over $250M to expand Puritan's Guilford and nearby Pittsfield plants — the largest single manufacturing investment in rural Maine history, driven entirely by pandemic supply chain necessity.
