Dongyue Group makes HFC refrigerants (for conventional air conditioning) AND PFSA fluorinated membranes (for PEM electrolyzers enabling green hydrogen production) from the same Shandong Zibo fluorochemical facility. The fluorine chemistry platform simultaneously serves the fossil-fuel-era cooling infrastructure (HFC refrigerants for Chinese-manufactured air conditioners shipped globally) AND the clean energy transition infrastructure (PFSA membranes for hydrogen electrolysis cells). As the global HVAC industry transitions from HFCs to HFOs under climate regulations, Dongyue's HFC production capacity becomes stranded — but the same fluorine chemistry know-how can pivot to PVDF battery binders, PFSA fuel cell membranes, and HFO intermediates. Dongyue's PFSA membrane development represents China's strategic move to eliminate dependence on DuPont/Chemours Nafion for PEM electrolyzer manufacturing. Nafion has been the global standard for PEM fuel cell and electrolyzer membranes since the 1960s, with no commercial alternatives achieving equivalent performance at scale until the 2010s. China's green hydrogen plans (100+ GW electrolyzer capacity target by 2030) would require billions of square meters of PFSA membrane — a potential $5-10B annual market. If all this capacity required Nafion from Chemours (US), it would create a strategic US-China technology dependency at exactly the moment when China is trying to assert clean energy technology independence. Dongyue's domestic PFSA membrane breaks this dependency, allowing China to build out green hydrogen infrastructure without US technology approval or export control risk.

Dongyue Group (山东东岳集团) was founded in 1987 in Zibo, Shandong Province, China, initially as a small fluorochemical producer. The company grew through China's industrial expansion to become China's second-largest fluorochemical company after Zhejiang Juhua. Dongyue made a strategic bet on fluorinated polymer membranes (PFSA, Nafion-equivalent) in the 2010s, building China's domestic capability for an advanced material that had been dominated by DuPont (then Chemours). This bet proved prescient: China's aggressive push into PEM electrolyzers for green hydrogen (under the 14th Five-Year Plan) requires large quantities of PFSA membranes that were previously imported from Chemours at premium prices. Dongyue's DMR membrane series now enables Chinese PEM electrolyzer manufacturers to source domestically.
