Shintech is the US subsidiary of Shin-Etsu Chemical (新越化学工業) — a Japanese chemical company founded in 1926 whose name derives from the Niigata region of Japan (historically called Echigo Province, or "New Echigo" = Shin-Etsu). Shin-Etsu's founding in 1926 in what was then a remote Honshu region was tied to Japan's electrolytic chemical industry — salt brine was electrolyzed to produce chlorine and caustic soda, which were then used to make PVC. Shin-Etsu grew to become the world's largest PVC producer by building integrated chlor-alkali and PVC plants, first in Japan and then globally. The Freeport, Texas facility was established in the 1980s as Shintech Inc., benefiting from Gulf Coast ethylene supply and co-location within the Freeport chemical industrial park that Dow Chemical had anchored since the 1940s. Shin-Etsu is unusual in that it is simultaneously the world's largest PVC producer AND a major global silicone producer — the same Japanese company that makes PVC pipe fittings and window profiles also makes the silicone in Shine personal care products and semiconductor encapsulants. This span from commodity construction plastics to high-value semiconductor materials within a single Japanese company is rarely recognized outside the specialty chemicals industry.
