In October 2023, China imposed export licensing requirements on natural graphite — the raw material for lithium-ion battery anodes — citing national security. China controls approximately 65% of global natural graphite mining and approximately 90-95% of the global graphite processing capacity used to produce battery-grade active anode material (AAM). Every EV battery, every smartphone battery, and every grid storage battery manufactured outside China depends on Chinese-processed graphite for its anode — the negative electrode — unless an alternative like Syrah's Vidalia Louisiana plant (the only significant non-Asian AAM facility) can supply sufficient volumes. The 2023 Chinese graphite export controls transformed Syrah from an obscure Australian mining stock into a geopolitically significant asset: the only commercially operating source of battery-grade active anode material manufactured in the Western Hemisphere.

Natural graphite from Syrah's Balama mine (and global graphite production generally) supplies not only lithium-ion battery anodes but also industrial lubricants, high-temperature refractory materials, nuclear reactor moderators, and expandable graphite for fire-retardant building materials. Graphite's unique combination of electrical conductivity, thermal stability, and lubricating properties makes it useful across sectors with no apparent overlap: the same natural graphite flake that ends up as EV battery anode material also makes industrial lubricants for heavy machinery, provides the solid moderator that slows neutrons in graphite-moderated nuclear reactors (Chernobyl used graphite moderators), and in expandable form creates the intumescent fire protection seals in fire-rated building walls and cable penetrations. A global graphite shortage would simultaneously affect EV battery production, industrial equipment lubrication, nuclear reactor maintenance, and fire-protection materials for buildings — four completely separate industries sharing a single mineral commodity.

Syrah Resources' Balama graphite mine is located in Cabo Delgado province, Mozambique — the same province that has experienced a severe Islamist insurgency since 2017. The insurgency (conducted by Ansar al-Sunna, locally known as Al-Shabaab, with reported connections to ISIS-affiliated networks) forced Total to suspend its $20 billion Mozambique LNG project in April 2021 — one of the largest resource project suspensions in history. Syrah's Balama mine operates in this security environment, bearing security costs and operational disruption risks from insurgent activity in the same province. Balama represents the world's largest natural graphite mine outside China and is specifically positioned as the flagship Western alternative to Chinese graphite supply — yet it is located in one of Africa's most active conflict zones, creating a persistent security-supply paradox for the Western EV battery supply chain.
