Toscotec S.p.A. (Lucca, Tuscany Italy; founded 1948 as a tissue machinery service company) is simultaneously the world's leading Steel Yankee Dryer (SYD) manufacturer AND located in the single city with the world's highest concentration of tissue mills. The Lucca district of Tuscany — within approximately 30km — hosts: Sofidel (world's 4th-largest tissue company by volume; Certaldo, Florence), Lucart Group, Arjowiggins, and was historically where Essity's Italian operations were concentrated. Toscotec's engineering teams and tissue mill customers can walk to each other's facilities. When Toscotec invented the commercial-scale SYD as a lighter, more efficient alternative to cast iron Yankees (SYD allows better non-destructive testing and weight reduction), it commercialized the technology first with Italian tissue mills in its own backyard — then sold globally from the same Lucca base. More than 260 Toscotec SYDs are installed in tissue mills worldwide; the majority of those installations were sold by engineers in Lucca, Tuscany, the same Italian city that hosts Europe's tissue industry epicenter.

Sofidel Group (Italian, private) acquired Clearwater Paper's entire consumer tissue division — 4 US mills (Lewiston ID, North Las Vegas NV, Elwood IL, Shelby NC), 340,000 metric tons/yr capacity — for $1.06 billion in November 2024. This consolidates the US private-label tissue segment and makes the Italian tissue-OEM cluster (Toscotec, A.Celli, Fabio Perini, all based in Lucca, Italy) even more intertwined with US tissue supply: Italy's Lucca region manufactures the machines; Italy's Sofidel now also owns the mills.

Toscotec's Steel Yankee Dryer (SYD) and tissue machine equipment serves the global tissue paper manufacturing industry with 18-24 month equipment lead times — creating a supply chain planning constraint that few consumer goods industries face at comparable scale. When a tissue manufacturer (Procter & Gamble, Kimberly-Clark, Essity, Suzano) decides to build a new tissue line or replace aging equipment, the 18-24 month SYD lead time means the capacity decision must be made nearly 2 years before the line comes online. The same Toscotec SYD technology that produces Charmin bathroom tissue, Scott tissue, and Kleenex facial tissue is also used in pharmaceutical tissue and medical non-woven applications — the tissue machine produces the substrate that becomes both consumer hygiene products and cleanroom-grade pharmaceutical packaging material. A single Lucca factory's production schedule effectively sets the growth trajectory for global tissue capacity for 2 years in advance. Toscotec's >260-unit installed base means the company provides spare parts, maintenance, and upgrade services to the majority of modern tissue machines operating globally.
