Shandong Xinhua Pharmaceutical Co., Ltd., founded in Zibo in 1943 (during the Sino-Japanese War, as part of Chinese Communist Party-controlled industrial development in liberated territories), is one of the world's largest producers of aspirin API — and sits at the center of one of the most concentrated global drug supply chains. China controls approximately 60-80% of global aspirin API (acetylsalicylic acid) production capacity; Xinhua and a small number of other Chinese producers (Jilin Pharmaceutical, Hubei Dong-e) are the primary global suppliers. Western pharmaceutical companies — Bayer (which invented aspirin in 1899 and still markets it globally), Johnson & Johnson (Tylenol/aspirin combination products), and generic manufacturers worldwide — source aspirin API predominantly from Chinese producers. During COVID-19, when fever management consumed large quantities of over-the-counter pain/fever medications, the dependence on Chinese aspirin API supply became a public health supply chain concern. The US ran stockpile exercises specifically around antipyretic API supply. Xinhua also produces ibuprofen API and competes with BASF (a major German producer) and Chinese peers for the global ibuprofen supply — meaning that two of the world's three most commonly used over-the-counter medicines have Chinese API supply chains as their primary upstream source.
