In 2020, China's central government directed hundreds of companies — including shoe manufacturers, auto parts makers, and plastics processors — to retool for meltblown nonwoven production as an emergency capacity surge. Xinlong Group and dozens of other nonwoven manufacturers added over 200 meltblown production lines in less than 12 months, expanding Chinese meltblown capacity by an estimated 15-20x. However, the quality crisis that followed was severe: in 2020-2021, the US FDA, EU, and Canada recalled hundreds of millions of Chinese-made N95/KN95 masks for failing to meet filtration efficiency standards. Root causes included: (1) off-spec meltblown fabric with incorrect fiber diameter or basis weight; (2) inadequate or absent electret charging; (3) fabrication defects (ear loop failure, leaking edges). A NIOSH study published in 2021 found that 60-70% of KN95 masks sourced from China in 2020 failed to meet the 95% filtration efficiency standard — meaning the meltblown core was either defective or uncharged. The speed of China's capacity ramp created a global quality crisis at the exact moment when medical workers most needed reliable protection.
