In early 2023, FBI Director Christopher Wray and CISA issued warnings that ZPMC cranes installed at US ports contained embedded cellular modems capable of remote communication — devices that went undisclosed to port operators. A classified Congressional briefing followed, raising concerns that China could remotely monitor or disrupt port operations as an economic warfare tool.

ZPMC fabricated the steel structural components for the San Francisco-Oakland Bay Bridge — one of the most significant pieces of US civil infrastructure built in the 21st century. Fabricated in Shanghai and shipped to California. ZPMC's parent company CCCC simultaneously played a central construction role in building artificial islands and military installations in the South China Sea. The same state-owned Chinese company that built disputed South China Sea military installations also fabricated the Bay Bridge and delivers cranes to 80% of US port facilities — including those handling military logistics.

Cellular modems were found installed in ZPMC cranes at US ports — believed installed during 2017 construction at the Changxing Island facility before delivery. The modems were not documented in any contract specification. They were discovered during a post-FBI-raid inspection and removed in October 2023. A Defense Intelligence Agency classified assessment warned the modems could enable monitoring of US military cargo movements and potential shutdown of port operations. Congressional report (March 2024) found ZPMC had "repeatedly requested remote access" to cranes at US ports.
