Certain veterans and some caregivers are allowed to use commissary stores and MWR facilities the same way a retired service member can. This includes veterans who got the Purple Heart, Medal of Honor winners, former prisoners of war, veterans with a service-connected disability, and caregivers or family caregivers. A Foreign Service officer on mandatory home leave may be allowed to use military lodging. The Secretary of Defense must make rules that charge a user fee for people who are eligible only because of this rule to buy things at commissaries or MWR retail shops. That fee must cover extra Treasury costs from credit or debit card use (like network and processing fees). The money collected goes into the General Fund of the Treasury and the fee is in addition to the uniform surcharge under section 2484(d) of this title. MWR facilities — includes MWR retail facilities (see section 1063(e)) and DoD military lodging. Medal of Honor recipient — defined in section 1074h(c). Veteran, former prisoner of war, and service‑connected — defined in section 101 of title 38. Caregiver and family caregiver — defined in section 1720G(d) of title 38. Foreign Service officer — defined in section 103 of the Foreign Service Act of 1980 (22 U.S.C. 3903). Mandatory home leave — leave under section 903 of the Foreign Service Act of 1980 (22 U.S.C. 4083).
