The Secretary of Defense must create a health care enrollment system for covered beneficiaries who live in the United States, after talking with the other Secretaries who run the program. The system must let beneficiaries pick or change a health plan during an annual open enrollment or after a qualifying event the Secretary allows. If needed to make full use of nearby military medical facilities, the Secretary may assign people in that area to those facilities. Plans chosen must provide all care the beneficiary is owed under this chapter and can be military facilities, TRICARE, other plans the Secretary contracts for, or any mix. Members, former members, or dependents eligible under section 1074(b) or 1076 must pay a premium. When possible, the premium should be withheld from retired, retainer, or equivalent pay; otherwise the Secretary will set how and when it is paid. The Secretary must issue rules, after consultation, to carry out the system.
