The Secretary of Defense must, after consulting the other administering Secretaries, make rules that use capitation or diagnosis‑related groups as the main way to assign money and resources to military medical facilities. Those methods cannot be used for resources needed for mobilization missions. The rules may set up a diagnosis‑related group system like section 1886(d)(4) of the Social Security Act (42 U.S.C. 1395ww(d)(4)) and may cover inpatient and outpatient groupings, how to classify treatments, weights showing relative resource use, and a way to estimate annual per‑person costs for active‑duty members and covered beneficiaries.
