The Secretary must give the Purple Heart to active-duty members killed or wounded in attacks by foreign terrorist organizations. These members are treated like victims of international terrorist attacks on the United States. The attack must target the person because they are in the military and not result from the member’s willful misconduct. An attack counts if the attacker had prior contact with and was inspired by the group. "Foreign terrorist organization" is defined in 8 U.S.C. 1189.
