Heads of each military department must give service members clear, itemized board decisions. The decision documents must list the board’s findings and conclusions in an organized way and address every issue the member raised. That must happen for the first review and for any later review, such as after an appeal or other reconsideration. The Secretary of Defense must make rules that require each branch to provide liaison officers to advise and inform members about these boards and to set training standards for those officers. The Secretary of Defense must also set rules for staff assignment, board procedures, and how fast decisions are made, and must check that each board follows those rules at least once every three years.
