Summary

The Department of Defense can’t spend money to keep more than 203,000 service members permanently stationed on land outside the United States at the end of any fiscal year. That limit doesn’t apply if the United States declares war or if an ally—such as a NATO country, Japan, the Republic of Korea, or any other U.S. ally—is under an armed attack. The President can also set the limit aside in an emergency, but must tell Congress immediately when doing so.
