The Secretary of Defense may buy weapons in a country where U.S. forces are conducting ongoing military operations to protect those forces. Total spending for these purchases cannot be more than $15,000,000 in a fiscal year. If the authority is used in either the first six months or the second six months of a fiscal year, the Secretary must report to the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives within 30 days after that six‑month period ends. The report must list the number and types of weapons bought, the amount spent, the Secretary’s estimate of their fair market value, and any transfers or disposals of those weapons during that period.
