Military department Secretaries may discharge reserve officers who have under six years' commissioned service, or who are second lieutenants or ensigns found unqualified for promotion to first lieutenant or lieutenant (junior grade). An unqualified officer can be discharged any time and must be discharged 18 months after first finding unless promoted. They follow DoD rules and may ignore section 12645.
