Each military department must give anyone who asks the Army Review Boards Agency, the Air Force Review Boards Agency, or the Board for Correction of Naval Records for a fix to their record copies of all communications — written or summarized spoken messages — between the board (or its staff) and outside people or groups that directly relate to or could affect the person’s case. It does not require giving classified material, information the law bars, records the person already has or is known to have, purely administrative messages, or military records that the department or another source may provide.
